The West of England Combined Authority has signed RenKap to run technical surveys across its Small Site Aggregator programme. The programme targets 1,000 homes on small brownfield sites, the plots most large housebuilders ignore. RenKap will handle survey procurement, project management and reporting for those sites all in one platform.
Why It Matters
Small brownfield sites get skipped due the amount of time and effort required compared to the potential gain. Awkward access, uncertain ground conditions, and survey requirements that look the same whether you are building 6 homes or 60.
A single site can need up to 15 technical surveys before planning. Asbestos, topographical, ecology, utility, tree, geotechnical, flood risk, archaeology. Procured the traditional way, that is eight weeks of admin per site. Multiply it across an aggregated pipeline and the programme stalls before a spade goes near the ground.
WECA’s Small Site Aggregator groups those sites so they come forward as one pipeline instead of one at a time. RenKap does the same for the surveys underneath them. Three like-for-like quotes per survey, H&S and site visits managed in-platform, and a standardised digital Risk Register at the end.
Undertaking the right surveys with the right surveyors at the right time is essential to de-risk projects successfully. Renkap helps manage the whole survey process and reduces 90% of the admin involved.

The Numbers
The model has already been tested at scale. MHCLG’s Small Site Accelerator pilot ran for six months from February 2026 across four local authorities, Lewisham, Lambeth, Bristol and Wigan, with six sites each.
Per site, the pilot recorded:

By stage, tender and procurement went from 18 days to 30 minutes, and from £5,918 to £22. Reviewing survey outcomes went from 11 days to half a day.
WECA’s Aggregator now applies that workflow to a pipeline targeting 1,000 homes.
What Happens Next
Government has signalled that the aggregator model is not staying in the West of England.
For local authorities watching this and wondering how to move at the same speed, the procurement route already exists. RenKap is an approved supplier on the UK Government’s G-Cloud 14 Framework, Lot 2: Cloud Software. As the only Site Survey Marketplace solution on the framework, Direct Award is available, which closes in days rather than months.
